Tamms Year Ten, an organization working to stop the "shock treatment" and torture of prisoners by the Illinois Department of Corrections worked on a bill to improve the living conditions of Tamms Supermax Penitentiary Prisoners.

TAMMS SUPERMAXX PRISON REFORM - HB 6651 
Status: Referred to House Rules Committee

Prisoners housed at Tamms Supermax are kept in solitary confinement for 23-24 hours per day, fed through holes in their cell doors, and denied any communal activity of any kind, including religious services. Though intended at its inception for only the short-term incarceration of men who committed acts of violence in other prisons, Tamms Supermax has kept more than a third of its present population of 260 men for a full decade.  HB 6651 will ensure that only violent or seriously disruptive prisoners are sent to Tamms, that prisoners be provided with hearings to ensure fairness, and that terms of solitary confinement at Tamms Supermax be limited to one year, unless the prisoner commits or attempts to commit another violent act. In addition, the bill ensures that seriously mentally ill prisoners not be transferred to Tamms, and that those prisoners who become seriously mentally ill while at Tamms be transferred out. There is also a provision to hasten the review of prisoners !
