[Petitioning] Final state slate petition count??

BTW:  we are trying to keep the exact number total under wraps.  It actually
takes a lot of work to count the exact number of signatures.  We want the
challengers to have to do this in order to cut down on their time at
actually checking them.  So yeah, keep it a little quiet.
