[Cprb] Contacting Urbana City Council members

About the NAACP--
for a number of years the naacp tried to get a CPRB set up in both champaign and urbana and were unsuccessful... our timetable is way overdue as far as they are concerned...
also they are preoccupied with a number of internal issues at the moment...
i suggest we forge ahead, and that we can safely assume that we have their blessing...
