Curious -- is it clear from the contract what it would mean for an
investigation to be independent?  I'd have imagined that it might
simply limit the CPRB to only consider incidents that the police
had had a chance to consider -- and so the restriction would be trivially
met under the proposed law anyway, since IIRC the proposal called for the
CPRB to only accept complaints which had been brought to the police first,
and referred to the CPRB by the police.  Right?

But from your comment, Danielle, it sounds as though it must mean more than that...
