[IMC-US] Open Publishing

Apparently there was a misconception that we were cleared to not have open publishing.
This has been shown to be incorrect by the documentation.

We can't just let this go by in the rush.

The only right we have to use the "Indymedia" name is if we follow the New IMC rules which
require Open Publishing.  We were approved through New IMC, not through special projects.

This issue is not going to go away.  You can talk all you like about banners, syndication,
Features, the RNC, editorial, etc, and build up a lot of enthusiastic momentum,  but all
that talk does not solve the lurking Open Publishing question. 'Voices from the
wilderness' keep reminding us about it.  People have their fears.

I don't know if "going public" without that implementation is blockable, but if it is,
this is a block.

The only reason am saying this is to force people to deal with it. I'm not trying to hold
up the schedule.

The easiest thing looks to be doing it like Global.  Separate Open Publishing Newswire,
and "comments" provided for.
