[IMC-US] Feature Process - propose, 6 hour wait, promote

I agree with Muna. And I'd jump at his invite to
promote a story from Binghamton--"City Council passes
Troop Withdrawal resolution," particularly since we're
the FIRST city in New York State to do so.

BUT...a videographer is working to upload some video
footage of the debates, and I'd rather wait until we
have that included.

PS. So long as we all used discretion, and promoted
ONLY our best local stories, then I think Muna's
prediction of a better national site would be
fulfilled.
