[rfu-automation] mirror audio PSA's on website?

Something I think is necessary would be that uploaded PSAs need to go 
into a review file before going to air. There are several things that 
need to be screened for according to FCC rules before they go into rotation.

Some maximum length needs to be set in the system. A 5 minute long PSA 
could be a real bummer.

Other than that, sounds like a great idea.
