[Imc-fiscalissue] draft webpage changes

I would also make the link to docs.indymedia.org be the link to the
top level page that lists the languages (rather than linking to the
english one and then separately linking to the other languages). This
is incredibly minor but it saves on some visual clutter in the
paragraph and I think having two links is redundant given that the
English version of the FAQ is the first link on the language list.
