[Imc-newsroom] update web front page

I completely agree with Mike here.  The people working on the website right 
now are somewhat self-selected, but work with the implicit permission of 
the group.  That's fine for now with a small trusting group.  As things 
grow, the permission needs to be more explicit, even if the folks doing the 
work are self-selected by their willingness to do it.

The day someone who thought s/he had permission does something that the 
group doesn't like, we'll wish we had.

All I ask is that we work towards explicit guidelines and explicit delegation.
