[Imc-tech] Improved colors, Summary, Title

UCIMC Tech Team,

I made a local copy of the site and then performed the following changes:
1) Changed all backgrounds to white - more readable and printable
2) Changed all text to black - more readable and printable
3) Added two table borders - more readable
4) Added a dummy title - what should we use?
5) Added authors to the summary - Peter Miller's Mar 5 request
