Yes, we should talk to Sehvilla and Michael, and if indeed it is true that 
Sehvilla borrowed the bag improperly then she should face the $2 fine.

I suggest we add to our policy  a $1 fine for every piece of equipment not 
returned with the bag.   Since we have no such fine at the moment it would 
be unfair to make this retroactive for Sehvilla.  And, of course, the 
borrower must be responsible for any equipment s/he loses.
