[UCIMC-Tech] email downtime

Sorry for the longer delay than expected to sync the lists; 12 years of 
archives takes a while. In any event, email services were back up 
within half an hour and lists just came back up now, so everything 
should be running again. Again, apologies for any inconvenience.
