Does anyone know specifically how dada restricts the design?

Check out the list of dada sites http://dadaimc.org/.

Generally the dada design is very clunky and confusing. Way to many blocky
design elements competing for attention. Bad. Sweden's site simplifies
things a good bit but it is still unnecessarily cluttered. In contrast
SF-Active sites are much cleaner. For example, check out melbourne's new
design, clean to a fault almost.
