I'll take a stab at answering this. Sandra, as PSA Coordinator, can add more
and correct any mistakes in my understanding.. As might Bill Saylor who has
handled PSAs for some time now.
 
All airshifters are to play two public service announcements per hour on
WEFT.   They may play these at anytime each hour during their own show and
at appropriate breaks or at the end or just before the beginning of
pre-recorded shows such as DN!
 
PSAs are sent to WEFT by not-for-profits, other organizations and
airshifers. A PSA committee screens these submitted PSAs according to
guidelines that keep WEFT legal and edits them into their proper form and
removes, for example, calls to action and prices for events (except when its
a WEFT event, then we name the price).  Some PSAs are sent to us on cds.
Ideally, all PSAs that are in the booth have gone through this screening
process.
 
Airshifters are free to play or pick whichever PSAs they want.   It is their
choice.  
 
I did not hear the spot you mentioned and so I cannot say whether or not is
was within our guidelines, but the airshifter who played it is on the PSA
subcommittee.

I'm a long-time WEFT listener and supporter and have recently begun
volunteering at WEFT.
 
I just heard a pre-recorded, professionally produced military recruitment
spot for the U.S. Marines inserted right in the middle of Democracy Now!
(about 4:20PM today, Thursday).
 
I've been a listener for over 15 years and this is the most revolting thing
I've ever heard on WEFT.
 
Why was this played? Does this somehow qualify as a Public Service
Announcement?
 
I am profoundly disgusted and alarmed by this. Anyone else?
