Yes, Chomsky's Hegemony or Survival? is good on the Bush doctrine in
context. The e-version has the most extensive footnotes.  Also, many of
Chomsky's comments on the topic can be searched through the Zmag site or
chomsky.info. Googling <site:chomsky.info "bush doctrine"> got a dozen
