Udall's legislation would allow "US military expenditure in Syria ... for ... intelligence gathering.” 
"Intelligence gathering" is not charity but does cover a multitude of sins: kidnapping ("rendition"), for example.
We should demand the removal of US troops (and mercs) from the Mideast.
