May I remind everyone that in order for the police to do something that they 
must have a valid identification / description of the driver at time of the 
incident not a license plate number. So unless a valid, sworn to, description 
can be provided we are just spinning a wheel.  A vehicle cannot be ticketed  
only an individual can be and thus unless an incontestable description is 
given by on scene witnesses the police cannot do anything.
