After a great deal of reading and much study I stand with President Obama
and many political and religious leaders, and national security experts
from the United States and abroad, in support of the Joint Comprehensive
Plan of Action (JCPOA), the agreement forged between the United States, our
P5+1 partners and Iran to prevent Iran from obtaining a nuclear weapon. I
find that the agreement has the fundamental elements –restrictions that
block Iran’s pathway to a nuclear weapon, verification, and strong
consequences for violations – that provide greater safety and security for
all, both in the Middle East and the world.

As international non-proliferation experts have said and written the JCPOA
puts in place a set of constraints and monitoring that will work to ensure
that Iran’s nuclear program is for peaceful purposes only. It contains a
regimen of unprecedented monitoring and inspections that will allow for any
violation of the agreement by Iran to be discovered early and addressed
with strong counter measures including reinstatement of sanctions through
the agreement’s snapback provisions.

There are of course risks in effectively implementing an agreement of this
complexity with a historically untrustworthy and devious counter party.
However, I believe that with the growing strains in the existing sanctions
regime and Iran’s increasing proximity to a nuclear weapon despite the
existing sanctions, the diplomatic approach represented by the JCPOA is the
best path to ensuring the security of the United States and our allies in
the Middle East and the world. Equally important, no viable alternative has
been proposed by those who oppose the agreement.

As matters continue to develop in the years to come, the U.S. must remain
vigilant and prepared to react swiftly and dynamically to any evidence of
Iranian support for terrorism or proxy actors that threaten to destabilize
the Middle East.

Finally, it is important that the United States continue to reiterate two
fundamental principles. First, that our commitment to the safety and
security of Israel remains ironclad; and second, that it will remain the
firm policy of the United States, both during the term of the JCPOA and
beyond that Iran will not have a nuclear weapon.
